"The tortoise did attempt to make a run for it, however our officers are really quick," said the Alhambra Police Department on its Facebook page.
It took two officers to move the 150lb (70kg) reptile into a squad car.
Clark was taken to a creature salvage focus, from where he was later guaranteed by his holders.
Keeping goliath desert tortoises is illicit without a license, yet police won't be indicting Clark's managers.
"We revel in keeping families together, so a special case was put forth in this defense," Alhambra police said.
A nearby master distinguished Clark as a sulcata tortoise, or African prodded tortoise, local to the southern edges of the Sahara desert.
Gary Wilfong of the California Turtle and Tortoise Club told the Los Angeles Times that Clark resembled a 18- to-20-year-old male.
Tortoises can run as quick as 1mph (1.6km/h) "in the event that they truly need to," Mr Wilfong said.
